We are the representative body for adult social care providers across Oxfordshire.


Through advocacy, partnerships and sector leadership, we ensure providers' views are heard locally, regionally and nationally.


As a Member organisation, we support care homes, nursing homes, home care, supported living, shared lives, day services and community-based care providers.


Through our membership of the Care Association Alliance, we help raise Oxfordshire's voice at a national level and influence the future of adult social care.

Eddy McDowall

Eddy is Chief Executive of OACP and has nearly 40 years' experience in adult social care, spanning local government, DHSC and the LGA in addition to frontline care delivery.


He leads OACP's work to support and represent adult social care providers across Oxfordshire and nationally, facilitating provider networks, influencing policy discussions and publishing the weekly member newsletter.

Lisa Leah

Lisa is OACP's Operations Manager, overseeing events, external partnerships, digital projects and the International Recruitment programme.


She joined OACP in 2021 and brings extensive experience from the hospitality sector. Lisa works closely with care providers and partners to support OACP's programmes and services across Oxfordshire.

Catherine Newport

Cath is OACP's Administrator and is often the first point of contact for members and partners. She manages membership administration and provides support across the organisation's activities and services.


Known for her attention to detail, Cath is OACP's data expert and the go-to person for resolving IT issues. She has extensive knowledge of 365 and plays a key role in keeping the organisation running smoothly.

Sam Harper



Sam is an associate cyber security specialist, bringing extensive experience in digital technology, cyber security and data protection.


He supports OACP's digital initiatives and helps care providers strengthen their cyber resilience, improve data security and make the most of digital solutions across adult social care.

Jo Boyce



Jo supports OACP's Digital and International Recruitment programmes, providing administrative and project support across both areas.


Her role helps ensure providers, partners and colleagues receive effective and responsive support.

Charlotte supports OACP's Digital and International Recruitment programmes, providing administrative and project support across both areas.


She works closely with colleagues, providers and partners to help deliver successful outcomes across OACP's programmes.

Valerie Jarvis of OACP

Valerie Jarvis

Valerie joined OACP in 2022, bringing extensive experience in adult social care and leadership as a Registered Manager.



She works as a Trusted Assessor, primarily covering the John Radcliffe Hospital and supporting effective transitions between hospital and care services.

Rachel Adams of OACP

Rachel Adams

Rachel joined OACP in 2024, bringing experience in dementia care, care home settings and supported housing services.


As a Trusted Assessor, she works across the Horton General Hospital and John Radcliffe Hospital, supporting people to access appropriate care and safe and timely transitions from hospital to community-based support.

Genna Manock

Genna joined OACP in 2025 with extensive experience in training, assessment and care home services.


She works as a Trusted Assessor across the Horton General and John Radcliffe hospitals, supporting effective transitions between hospital and adult social care services.

Alona Tokvus

Alona joined OACP in 2024, bringing a strong background in media, communications and design. She develops creative content for OACP's social media channels, helping to raise awareness of the organisation's work and connect with care providers across Oxfordshire.

Mike Corran

Mike joined us in May 2021 as our Independent Chair.
following a 35-year career in retail banking with senior roles in procurement, leading major change programmes and building external partnerships. 

Liz Clements

Liz is Regional Operations Manager for Hartford Care 
in the Home Counties.
Liz has an extensive track record of clinical leadership and end of life expertise.

John Cascone

John is Managing Director of Caremark (West Oxfordshire and Cherwell) and brings 30 years of sales and marketing knowledge to the Board.

Mark Collins

Mark is Business Director at Oxford Private Care, a family-run business, and brings an understanding of domiciliary care delivery and wide-ranging business experience.

Chris Ingram

Chris is CEO at Style Acre,

the Oxfordshire-based provider of supported living services for people with a learning disability.

Renata Crisóstomo

Renate is the Interim Divisional Director at The Orders of St John Care Trust, a large provider of care homes and extra care housing support across Oxfordshire, Gloucestershire, Wiltshire and Lincolnshire.

Katy Trueman

Katy is Director and Manager of Enable Health, a local home care provider that has delivered care services in Oxfordshire since 2013.

Charles Taylor

Charles is Director of Taylor & Taylor Care, a three-generation family business, which runs two nursing homes, The Julie Richardson and Banbury Heights. Charles is Chair of the Oxfordshire Care home Association.
