Learning Development Support Scheme
The Learning and Development Support Scheme (LDSS) is a DHSC's initiative that helps adult social care employers in England fund training and qualifications for their workforce. Launched in September 2024, the scheme enables employers to claim reimbursement towards the cost of eligible courses and qualifications for non-regulated care staff.

How the scheme works
- Eligible employers can claim funding towards the cost of approved training courses and qualifications
- Funding is available for the non-regulated adult social care workforce, including care staff, deputy managers, registered managers and agency staff
- Claims are administered by the NHS Business Services Authority (NHSBSA)
- Employers must maintain an up-to-date Adult Social Care Workforce Data Set (ASC-WDS) account to access funding
